EQIP Program in Montgomery County
The Environmental Quality Incentives Program (EQIP)
offers cost share assistance to agricultural producers to implement
on-farm conservation practices. The Natural Resources Conservation
Service (NRCS) determines eligible producers for the EQIP program and
determines eligible land. Eligible producers may apply for cost share
assistance on conservation practices that will address the identified
resource concern identified by the Local Work Group (LWG).
Interested agricultural producers may apply in person at the
Montgomery County USDA Service Center. Applicants may also request
EQIP
assistance by telephone, fax, e-mail, or letter.

State Resource Concerns Priority Areas that include part of
Montgomery County:
Objective:
The objective of the Montgomery County EQIP Local Work Group is to promote
the use of conservation practices for improving natural resources. The major
resource concerns are grazing land and hay land plant health and productivity,
forestland timber health and productivity, and encroachment of invasive brush
species.
County EQIP Resource Concern:
In Montgomery County for 2006, the Local Work Group has identified Plant
Health as the resource having the top priority for cost share assistance.
Priority for Funding:
Applications will be prioritized as High, Medium, or Low based on
Conservation Practice Physical Effects (CPPE) for Plant Health from Section V of
the Field Office Technical Guide. Only eligible practices will be awarded
points. Practices not on practice list are not eligible for cost share or
incentive payments.
All applications will be accepted, but Medium and Low Priority applications will
not be funded unless funds remain after all High Priority applications are
funded.

Note: No points will be awarded for a practice that is required for the success
of another practice.
A producer requesting cost share on all practices will score 21 points and be
ranked High Priority. Conversely, a landowner requesting only a pond will score
a 3 and be ranked Low Priority.
Eligible Practices and Cost Share Rates:
Limited Resource Producers - 90 percent
Beginning Farmers - 75 percent
Others - 50 percent
Practices will be cost shared based on the established average cost of the
practice. The amount of cost share earned will be the number of units certified
after completion multiplied by the average cost multiplied by the cost share
percentage. Cost share will be limited to the number of units certified after
completion that do not exceed the unit limitation established by the Local Work
Group.
Cost sharing will be allowed for the following practices as identified in the
NRCS Field Office Technical Guide.
Pond - 378 This practice is eligible only to provide water for livestock and
will result in better distribution of grazing. Cost share limited to no more
than 3500 cubic yards. The management unit where pond is to be installed must
support 7 animal units based on NRCS forage inventory or 20 acres. Critical Area
Planting - 342 will be applied on any disturbed area above the waterline.
Average cost is as follows
Excavation or earth fill = $1.75 per cubic yard
Well - 642 This practice is eligible only to provide water for livestock and
will result in better distribution of grazing. Cost share provided for
installation and materials. Cost share limited to the first livestock water sand
(10 gallons/minute) or a maximum depth of 400 feet. The management unit where
well is to be installed must support 7 animal units based on NRCS forage
inventory or 20 acres.
Average cost is as follows
Drilling, casing, and development = $20.00 per foot
Pipeline - 516 This practice is eligible only to provide water for livestock.
Average cost is as follows
All diameters of PVC pipe less than 200 psi and normal installation = $1.40
per foot.
Fence - 382 This practice is eligible for cross fencing only for better
distribution of grazing.
Average cost is as follows
4 strand barbed wire standard = $1.70 per foot
2 wire electric = $0.40 per foot
3 wire electric = $0.45 per foot
4 wire electric = $0.50 per foot
Energizer = $350.00
Solar pack = $300.00
Pasture and Hayland Planting - 512 This practice is eligible for pastures with
less than 50 percent of desirable grasses. Establishment by seeds, sprigs, or
tops. Nutrient Management - 590 and Pest Management - 595 will be applied with
Pasture and Hayland Planting.
Average cost is follows
Establishment of seeded varieties = $80.00 per acre
Establishment of sprigged or tops varieties = $125.00 per acre
Over seed cool season legumes in established pastures = $40.00 per acre
Nutrient Management - 590 This practice eligible for the application of
commercial nutrients nitrogen, phosphorus, potash, and lime according to a
current soils analysis. This practice will be applied as part of Pasture and
Hayland Planting 512 for establishment. When planned as an incentive it will
be limited to 3 years and a maximum of 100 acres per contract.
Average cost is follows
Nitrogen = $0.35 per pound of actual product applied
Phosphorus = $0.35 per pound of actual product applied
Potash = $0.35 per pound of actual product applied
Limestone = $30.00 per ton
Incentive, pH equal or greater than 5.5 = $10.00 per acre
Incentive, pH less than 5.5 = $25.00 per acre for first year
Incentive, pH less than 5.5 = $15.00 per acre for second year
Incentive, pH less than 5.5 = $10.00 per acre for third year
Pest Management - 595 This practice is eligible for mechanical or chemical
control of weeds. This practice will be applied as part of Pasture and Hayland
Planting - 512 for establishment.
Average cost is as follows
Chemical control = $14.00 per acre
Mechanical control = $10.00 per acre
Tree and Shrub Establishment - 612 This practice is eligible for
re-establishing forestland, clear cut areas and open land with less than 50
percent desirables. Forest Site Preparation - 490 will be applied with Tree and
Shrub Establishment.
Average cost is follows
Bare rooted pine or hardwood = $50.00 per acre
Pine plug = $135.00 per acre
Forestland Site Preparation - 490 This practice is only available in
conjunction with Tree and Shrub Establishment - 612.
Average cost share as follows
Chemical aerial site preparation = $110.00 per acre
Chemical banding site preparation = $45.00 per acre
Ground chemical site preparation = $120.00 per acre
Hand chemical site preparation = $60.00 per acre
Heavy shearing, piling and bedding = $375.00 per acre
Heavy shearing and piling = $250.00 per acre
Medium shearing and bedding = $175.00 per acre
Medium roller chop = $80.00 per acre
Medium W/3 in one plow = $125.00 per acre

Forest Stand Improvement - 666 This practice is eligible for increasing the
quantity and quality of forest products.

Chemical stand improvement = $70.00 per acre
Critical Area Planting 342 - Practice eligible for protecting any disturbed
area above the waterline of a Pond.

Only one set of points will be awarded in each category.
