EQIP Program in Lubbock County
The Environmental Quality Incentives Program (EQIP)
offers cost share assistance to agricultural producers to implement
on-farm conservation practices. The Natural Resources Conservation
Service (NRCS) determines eligible producers for the EQIP program and
determines eligible land. Eligible producers may apply for cost share
assistance on conservation practices that will address the identified
resource concern identified by the Local Work Group (LWG).
Interested agricultural producers may apply in person at the
Lubbock County USDA Service Center. Applicants may also request
EQIP
assistance by telephone, Fax, e-mail, or letter.

Objective:
Base Fund Allocation
The objective of the Lubbock County Environmental Quality Incentives Program
EQIP Local Work Group LWG is to promote the use of conservation practices for
improving the natural resources throughout the county. The major resource
concerns are soil erosion from cropland due to runoff and the need to conserve
ground water.
Ogallala Fund Allocation
For 2007, the objective of the Lubbock County LWG is to promote the wise and
efficient use of ground water by implementing conservation practices.
County EQIP Resource Concern:
Base Fund Allocation
For the 2007 Program, the Lubbock County LWG has identified Erosion and Water Quantity
as the major resource concerns to be addressed by Base Funds.
Ogallala Fund Allocation
For 2007, the Lubbock County LWG identified Water Quantity as the major
resource concern for Ogallala funding.
Eligible Practices and Cost Share Rates:

Eligible practices will be cost shared based on the established average cost of
the practice. The amount of cost share earned will be the number of units
certified after completion multiplied by the average cost multiplied by the cost
share percentage
Cost sharing will be allowed for the following practices as identified in the
Field Office Technical Guide
Soil Erosion, High Priority
• Terraces, Practice Code 600, Construct terraces, level parallel and basin
type, according to NRCS standards and specifications. Applications with 50 to
180 acres being high priority, applications with 181 to 320 acres receiving
medium priority and systems less than 50 acres or greater than 320 acres will be
low priority

Cost share rate = 50 percent for all applicants except Limited Resource
Producers whose rate is 90 percent

Medium Priority, Water Quantity
• Irrigation System, Sprinkler, Practice Code 442, New LEPA, LPIC and LESA
Center Pivot Irrigation systems replacing graded furrow systems and side roll
sprinkler systems. Flow meters and irrigation pipeline will be cost shared if
needed to complete the irrigation system. Chemigation valves are required. High
Priority is 90 to 125 acres, Medium Priority is less than 90 acres, and Low
Priority is greater than 125 acres. Existing Center Pivot Systems to new Center
Pivot Systems are not an eligible cost share practice. Practice will be
installed according to NRCS standards and specifications.

Producers whose rate is 90 percent
• Irrigation System, Trickle, Practice Code 441, Replacing Side Roll Sprinkler
Systems and Graded Furrow Systems. High Priority is systems 20 to 50 acres,
Medium Priority is systems with 51 to 80 acres and Low Priority systems will
have less than 20 acres and greater than 80 acres along with center pivot
systems that are 20 years old or older. Irrigation Pipeline will be cost shared
if needed to complete a system. System will be installed according to NRCS
standards and specifications.

Producers whose rate is 90 percent
• Irrigation System, Sprinkler, Practice Code 442, New Center Pivot Conversions
of older systems to more efficient systems consisting of LEPA, LPIC or LESA.
Practice will be installed according to NRCS standards and specifications.

Producers whose rate is 90 percent
• Irrigation Water Conveyance, Pipeline Low Pressure, Underground Plastic,
Practice Code 430EE, Practice will be used to replace old leaking pipelines.
High Priority will be pipeline that is part of a drip or pivot system. Medium
priority will be pipeline that is part of any other irrigation system. Practice
will be installed according to NRCS standards and specifications. Pipelines to
new irrigation wells are not eligible for cost share.
