TX403.91, High Hazard Dam Response Plan

When excessive rainfall or other emergency situation develops that threaten the stability of the high hazard dam:

1. The District Conservationist will contact the local dam sponsors to advise them that they may need to activate the Emergency Action Plan (EAP).

2. When the concern is identified, the District Conservationist should notify the State Conservation Engineer (SCE) at 254-742-9911 (office) or 254-718-7528 (cell) or the State Dam Safety Engineer (SDSE), Brian Wenberg, at 254-742-9916.

3. NRCS employees will at no time make statements concerning the safety of the dam if dealing with the press.

4. The SCE or the SDSE will contact the Texas Commission on Environmental Quality, Head of Dam Safety, Warren Samuelson, and inform him of the situation.

5. In the event of a failure, the SCE will notify the State Conservationist, the Conservation Engineering Director, Dave Thackeray, the ASTC(Water Resources) Steve Bednarz, project sponsors, the TCEQ Head of Dam Safety, Warren Samuelson, the ASTC(FO), and the Public Affairs Specialist (PAS) Lori Valadez.
