403.31 Policy
It is NRCS policy to conduct a positive and continuing HEP that provides equal
employment opportunity for Hispanics in all personnel management policies and
practices, as well as in NRCS-sponsored programs and activities.
403.33 Program Objectives
The Hispanic Emphasis Program is an integral part of the total equal employment
opportunity (EEO) program and is designed to:
A. Ensure that the Hispanic community receives equal treatment in all aspects of
employment;
B. Increase the total number of Hispanics in all Professional, Administrative,
Technical, Clerical and other occupations (PATCO) categories, series, and grade
levels;
C. Provide opportunities to participate in training and training programs, such
as career enhancement, graduate studies, and others;
D. Encourage the participation of Hispanics in all NRCS-sponsored programs and
activities; and
E. Provide a network of professional support for Hispanics.
