403.71 Policy

It is NRCS policy to provide equal employment opportunity to persons with disabilities and to prohibit discrimination in employment because of physical or mental disability.

403.73 Program Objectives

The objective of the Disability Emphasis Program (DEP) is to insure that qualified persons with disabilities receive equal treatment in all aspects of employment. NRCS will establish a Disability Emphasis Program (DEP) Manager at the national level. The national Disability Emphasis Program Manager reports directly to the director of the Civil Rights Staff (CRS). The functions of the national DEP Manager include:

Providing assistance and guidance to NRCS managers and supervisors on their responsibility in employment of persons with disabilities;

Serving as principal resource person and staff advisor on legislation, affirmative action programs, and unique concerns/problems related to equal employment opportunities for persons with disabilities; and

Providing training, assistance, and guidance to collateral-duty DEP Managers.
