AFO-CAFO - Poultry

Resource Concerns - Water Quality/Air Quality

EQIP funds will be used to leverage other state (TSSWCB NPS water quality assistance programs) and federal (Clean Water Act 319) programs.  Technical and financial assistance will enable poultry producers to meet regulatory requirements and prevent new requirements from being enacted. 

Eligibility

All commercial poultry operations or participants approved for the use of litter from poultry operations on agricultural land are eligible for this program

  • Particulate Emissions Management – Treatment of roads to reduce dust from trucks
  • CNMP Development by TSP (NRCS will provide Technical Assistance funding only)

Cost share

Limited Resource Farmer/Rancher - 90 Percent
Beginning Farmer/Rancher - 50 Percent
All Others - 50 Percent

Practices will be cost shared based on the established county cost of the practice.

Incentives


Nutrient Management (590) Off-Site
This incentive is only for non poultry producers who have not utilized poultry litter in the past three (3) years or do not have a current contract to do so. A current soil test ( Mehlich III by / ICP less than 1 year old) must be presented at time of sign-up. Fields with soil P level of 200 ppm or greater will not be eligible for this incentive. A minimum of 2 tons per acre of poultry litter must be applied to be eligible for the incentive unless the maximum allowable annual application according to the 590 (Nutrient Management) standard is less.

$25 per acre per year (Maximum 3 years)

Particulate Emissions Management (Interim)
Treatment of roads to reduce dust from trucks

$10 per acre per year

Amendments for Treatment of Agricultural Waste (591)
This incentive is for the use of an amendment to treat poultry litter with chemical or biological additive to improve or protect animal health and reduce ammonia emissions from the facilities. This is done by decreasing the litter PH and binding the ammonia. Only amendments approved and listed by the State Office may be used. The amount applied must be in accordance with the manufacturer’s specifications in order to be eligible.

$7 per 1000 square feet of houses for each treatment. Incentive is limited to a maximum of 6 applications per year.
Total annual maximum payment not to exceed $3600 per year (Maximum 3 years)

Ranking Criteria

All planned practices are listed in an approved WQMP - 100 points
Some planned practices are not listed in an approved WQMP - 75 points
Nutrient Management (590) Off Site Incentive Only - 50 points
Facility is within a watershed that is on the 303(d) list for Bacteria or depressed oxygen and a TMDL study has been started or approved. - 50 points
